Expression: "Here is to..."

What's the meaning/connotation of that expression. Is it used in toasts or something? I've seen it like this: "Here's to five more years of waiting".

Hi,

The common custom is to drink while making a toast. We say 'You drink to something/someone'.

Thus, when you say 'Here's to something/someone', you are raising your glass at the same time. 'Here' refers to your glass, and to the action of raising your glass and drinking.

Best wishes, Clive
