Express anger that S V

Some of the surviving victims have expressed anger that the government did not consult them before making the deal.

Is the sentence correct in grammar?

What does that clause function as in the sentence?

Does it function as a adverbial clause meaning cause like I am angry that you are late again.?

What do you native English speakers think? Thank you so much as usual in advance.
