I don't find 'final petrol' very familiar either but it does make more sense of the use of 'base petrol' in earlier parts of this text.

The 'base petrol' is the mixture of hydrocarbons which will be used to eventually form 'final petrol', which will contain the additives and be sold.

They are not the terms I would use but I'm not the author. 'Base petrol' does come up on Google
