1-- the countries need to agree with the UN on limits to how much caviar can be exported. 2-- the countries need to agree with CITES (Convention on International Trade In Endangered Species) on these limits each year, but the agreement process has reached an impasse. 3-- the countries have to show that they can catch sturgeon and export caviar at a rate which will maintain the populations of the fish; if they cannot show this, CITES cannot approve the quotas (limits).
