Explanation for not accepting utility bill at counter

I am a banker , yesterday a customer complaint against me, that I not accept his bill.

He came to bank for paying his utility, his bill due was 2 July, he came for payment of Bill in bank on 3rd July, I just informing about fine on late payment charges.

He said me to take bill without charges, I again request him to pay bill with extra fine, otherwise this fine added in your next month bill automatically.

He complained about me that I not received or accept his bill on counter..
