Could someone please explain to me clearly what does "learned" mean here?

It's just passive voice.

active: People learn this easily. What do you learn during this stage?

passive: This is easily learned. What is learned during this stage?

The simple present tense here is used to describe habitual behavior.

Languages are most easily learned during the first five years of life.
