Can I say the following sentences:

The amount of winter water is swiftly increased.

The population in Ukraine is steeply decreased because the cost of marriage.

I meant with winter water that the water falls in winter and goes through sewers into ....

I would like to ask you why did you put the adverb in the first three sentences at the end of them, whereas you put the adverb in these sentences before the verb : steeply decreased or is steeply decreasing or has steeply

Adverbs can be flexible regarding where they are used. I put them where they sound more natural to me. I would have moved the last one too, but I was rushing a bit.
