He did not come clean in the manner I had expected. Or

He did not come clean in the manner I expected.

Shouldn't it be I had expected, since it happened before the interview.

If it's during I should use expected, but if it's before the interview, I should use had expected?

I would accept either one, though I prefer the first.

If you want to stress that you expected it before the interview, say 'had expected'.
If you don't want to stress it, say 'expected'.

The sequence of events see pretty clear to me if you just say 'expected'. If you expect something, you normally start to expect it before the event..
