Expect or Are expected???

Please look at the following question.

"In short, employees ------ to exercise good judgment"
a) expect b) expected c) are expecting d) are expected

The correct answer is d)are expected. I couldn't understand it. Can "a) expect" not be the other answer?
Definitely, employees can also expect to conduct good judgment, not they are expected to do so.

Could someone explain to me why the correct answer is d) are expected?

1. d) is the only sensiible answer.
2. If a) were an acceptable answer, b and c should be acceptable too.

The meaning intended is not that the employees expect themselves to exercise good judgment but that they are expected to do so by someone else, namely their boss(es). In other words, the sentence is meant to be passive, not active.

Think of it this way.
"In short, employees are expected (by their boss) ------ to exercise good judgment"

It's passive voice.

All 3 other answers are also correct grammar, but would be much less commonly used.
