"Expect" in Imperative?

Hello!
I saw this sentence in magazine: But even if the laws remain unchanged, as long as off-label uses are permitted by law, expect doctors to keep pushing the boundaries of Botox's application -- sometimes in the name of medical progress and sometimes with remarkable results.

I find it somewhat weird. Is this an imperative sentence? Can you use every verb at the beginning of an imperative?

Idly trying to think of verbs that can't be used in the imperative, I came up with "transpire".
