It's just one sentence and not enough to guess the meaning, I know.

Only your #3 is possible. (It's the same sentence.) It's actually pretty ambiguous. I'm sure whoever wrote this elaborated on it.

It may refer to his choice of repertoire for the NY Phil. He was a great champion of new music at a time when audiences wanted to hear the old standards. (He was not the only one, nor was he the first.)
