Exercising? power?

Hi, I have to write an essay so it is very important for me to understand some words...
I don't understand "exercising" in this context? also power?

unwritten constitution, Canada observes the rule of responsible government,
with Parliament and the Legislatures exercising true or de facto power,
particularly through the driving force of the political executive as represented
by the Prime Minister or Premier, and Cabinet."
