Execute or implement a hotel strike

Soon, there will be a strike at all the hotels in my city. This is what I said to my non-native English speaking friends.

(ex) After five months of talks, the management and the union cannot come to an agreement. The workers will execute (or implement) a city-wide strike soon.

My friends think neither verb "execute nor implement" works. I don't agree with them. What is your opinion? Thanks a lot.

I think "stage" has become usual in the US, but I think the journalists made it so by confusion with staging a rally or protest. Both "execute" and "implement" are correct.
