Execute a postal strike

The online dictionary on http://www.lexico.com says that to execute means to put (a plan, order, or course of action) into effect.

Here is a sentence.

(1) The union is planning to execute a postal strike in two weeks.

Can I use "execute" in this sentence? Thank you very much.
