Excuse me (Question mark???)

In the following sentence:

Excuse me? Is this the check-in desk for flight KL 567?

Should the phrase excuse me be followed by a question mark? or should it be written without. I originally inserted the question mark because of the rising intonation, but whether this merits a question mark...i don;t know...Can anyone help here?

Here we use "Excuse me" to draw the attention of someone. So it shouldn't be followed by a question mark.
However, in some cases, adding question mark after this phrase is accepted.
For example, a teacher hears some unpleasant words from a student. Then he/she can say angrily: "Excuse me? What did you say?"
