We can say like this in some exclamations...

1. Well, if it isn't the manager himself! <— When it was actually the manager himself...
2. Why, if it isn't Jane! <— When it was actually Jane...

In either case, can’t we say, in the past form, when the situation happened in the past?
Like, “Well, if it wasn't the manager himself!”?
wasn’t instead of isn’t....
