Exclamation Point after Exclamation and before Name Tag

Does it matter whether there is an exclamation mark or a comma after a character exclaims something, if it is followed by a name tag that says the person is exclaiming? For example:

"Oh, come on," he exclaimed angrily and a little more than frustrated.

Or:

"Oh, come on!" he exclaimed angrily and a little more than frustrated.
