Exchange = buying things for money?

Hello everyone! Emotion: smile

This is from a video in which people are asked how they imagine the future. One of them answers this:

"(...)there's an economist called Richard Delthright who was talking about the fact that in an economic system, one of the best things we could do is create a dual or triple currency model, where you have a local currency that is very much about local exchange. You have a national currency, which is about exchange with other places and other regions in your country, and then you have an international exchange methodology, so you can buy and sell things around the world."

Exchange can mean that someone changes, let's say, their US dollars to British pounds (because they are going on a trip in the UK for example.) However, even though the speaker talks about a dual or triple currency model I don't think that is the case here. I think he means "buying products or services for money". (For example when some goes to the grocery store they buy food in exchange for money.)

Do you think I got the meaning right in this context?
