Excess charges of apparaiser fees for gold loan

we are charging excess fees for gold loan and the bank is allowing only 15 person to pledge a gold but before it was no limit for a person now they are not responding well and also they are are charing for renewel also in other banks their is no renewel charges.we are pledging gold for the past 6year but now its getting difficult.. kindly help me for this to write in good english
