"except specifically provided herein"

The original context goes as :"All flies on this site are owned and licensed to XXX Company, except specifically provided herein, may not copied or distributed."

I'm just wondering if the phrase "except specifically provided herein" actually means that there ARE files on the site are not listed as provided to the general public? Or does it mean the same as "unless otherwise specified"?
