All of the flood victims except Lloyd and I
OR
All of the flood victims except Lloyd and me.

Need some clarification.

Any specific reason behind using an object pronoun in case of EXCEPT considering the fact that we use subject pronouns in sentences like, "He plays better than I" and not "me". Wouldn't we use "I" instead of "me" in "except" cases?

No. No reason. It's just standard to consider 'except' a preposition, and after a preposition you always use the object case.

'than' can be considered a preposition too, but it's also considered a conjunction of comparison followed by a clause or implied clause.
