1. The sanctions ban the sale of any products excepting medical supplies and food

Q) I think "excepting" in #1 is used as a verb.
Then is it thought to be like this?

2. The sanctions ban the sale of any products and (the sanctions) except medical supplies and food. [If this is the case, shouldn't #1 need to add a comma in front of "excepting?"
