Is "except" used as a conjunctin"? "Except" the Lord build the house....

'Except' by itself is a preposition.

'Except' functions as a conjunction when used with 'that'.

She told me everything except that she was an orphan.

Except that 'that' can sometime be omitted, especially informally:

Except (that) the Lord build the house....
