Do these all sentences mean the same?
A. I couldn't do anything except to keep an eye on him.
B. I couldn't do anything except keep an eye in him.
C. I couldn't do anything except that I kept an eye on him.

One more question,
It's cold here all the time except in summer. Is it a correct sentence?
