Exceeding

Hi,

I am reading some formal regulations (government), it says "....not exceeding 5 tonnes" and "...exceeding 5 tonnes but not exceeding 10 tonnes". What does exceeding mean? What should we say when it is 5 tonnes?

"....not exceeding 5 tonnes" not greater than 5 tonnes
"...exceeding 5 tonnes but not exceeding 10 tonnes" between 5 and 10 tonnes

Exceeding means 'going beyond a permitted limit'.

The whole numbers that exceed 5 but do not exceed 10 are 6 7 8 9 10.

It's a technicality, but I would say that 5 tonnes does not fall in range with 'exceeding 5 tonnes but not exceeding 10 tonnes'. Exceeding 5 tonnes means that it has to be over 5 tonnes, which a
