Example sentence for a definition

Hi. I was looking up the word "cacophony" in the Collins COBUILD Advanced Learner's Dictionary and it had this as an example sentence (only one given):

All around was bubbling a cacophony of voices.


I think the word "bubbling" is functioning as an adjective here, but what does the phrase "a cacophony of voices" function as? Thank you in advance for your help.
