Something unusual happened. Something out of the ordinary happened. Something happened that you didn't expect, but it makes good sense, so you get a little "kick" out of it. Somebody did something out of character. We would also say, "That's funny." It isn't really funny to laugh at; it is just odd. It isn't really crazy, though.
