Ex-smoker Obama: Quitting is hard, he should know

Hi

I was reading this news http://health.asiaone.com/Health/News/Story/A1Story20111123-312222.html. I'm confused about the phrase "he should know" in the article title. What is "he" in the phrase referring to? Is it Obama which it is referring to? But it can't be Obama, in my opinion, because Obama himself confesses that smoking is hard to quit. He says, "Fact is, quitting smoking is hard. Believe me, I know," he said in the video for the Great American Smokeout aimed at helping some of the country's 46 million smokers to stop".

Please help me with it. Thank you.

Then, it doesn't make sense to me. Obama is self-confessing that smoking is a habit that die hard, then why should Obama know that the quitting is hard? It would be applicable only if Obama was of the position that quitting smoking just takes little ef
