ex officio

I thought I posted this yesterday, but I can't find it now.

Regarding ex officio: My sources say that it means 'by virtue of office'. I have used it to mean [context] he is an ex officio member of the committee, that he has no power to vote but is allowed to express his views. Does this sound correct to anyone?
