What does the sentence, Everyone Worth Knowing, mean?

Does it mean that everyone is worthwhile to know something, or does it mean that everyone is worthwhile to be known by others?

It's not a sentence. I believe it's a book title, and also a noun phrase.

All the people who it is worth your time to know - all the people worth (your) knowing.
