Is "can" a modal auxiliary with implied "turn out" following it or is it a notional verb (lexical one) meaning "to be able to..."?
I don't see an important distinction. "everyone who possibly can (turn out)" and "everyone who possibly is able to (turn out)" mean the same thing.
