Every time we click glasses we are celebrating

Hello.

I am wondering about the tenses in this example:

Every time we clink glasses, we are celebrating (we celebrate)

—> I think the continuous tense is more suitable.

Every time we celebrate we clink glasses

—> I think only the simple tense makes sense.

Any time your dog does something wrong and you then let him, you are promoting his bad behavior.

—> only the continuous tense works

Any time I promote him I pet him

—> only the simple tense works.

Are my assumptions correct?
