—> I think the continuous tense is more suitable.
Every time we celebrate we clink glasses
—> I think only the simple tense makes sense.
Any time your dog does something wrong and you then let him, you are promoting his bad behavior.
—> only the continuous tense works
Any time I promote him I pet him
—> only the simple tense works.
