every once in a while

If you do something throughout the year that doesn't necessarily mean that you do it every day of the year. What it does mean is that you do it pretty regularly during the year. For example, you might do it once a week during every month. If you only do something every once in a while, say you do it occasionally.

Please explain the highlighed group of words.
