Hi everyone.

Would someone help me sort out which one of the following is implied in the sentence? I have just read this sentence on/in? an ad; "The 25 best British films ever made"

1: The 25 best Bristish films that were ever made.

2: The 25 best British films that have ever been made.

Could you tell me which one of the above sentences is implied by the tag line?
