Even though, as

Hi,

The following is a quiz from one Facebook page.

Campaigners in India are going to court against a tax on menstrual hygiene products. Sanitary pads and tampons are taxed at 12% ........... many other feminine cosmetic products have been made tax-free.
1. as
2. despite
3. even though

I think 1 (as) and 3 (even though) are correct. But the key is 3.

Am I missing something?

Thank you in advance.
