even the scales

It's in the dialogue of two characters in Warcraft 3, between Arthas and Sylvanas. Sylvanas used to be the general of the elfen army but then turned into a undead servent by Arthas after the legion he led crushed the entire High Elf civilization. Finally Sylvanas got rid of the legion's control and now seek to revenge on Arthas nonstop, after getting ready for an ambush with the poisonous arrows made spacial for her enemy, she said "It's time to even the scales"

Does it refer to the vengeance? Are there any similar expressions?

Thanks.

Hi, "It's time to even the scales" Imagine a set of scales with the same weight on either side of the balance point. The scales are said to be 'even'. If you put more weight on one side, the scales become 'uneven'.
