Even if

The city has begun an urban-farming education program to teach people how to cultivate herbs vegetables and fruit even if they do not have a garden, by providing containers for balconies and windowsills.

About the underlined part, is it within the scope of "how to..." (i.e cultivate even if they do not have a garden)? Or is it outside of it (i.e has begun a program even if they don't have a garden)?
