It means that what the intern did was very irresponsible.
Interns are still students in training, so people expect that they will make mistakes - they are stilll practicing and learning. This mistake was so bad that it was something unexpected.

1. "Irresponsible" in the sentence just one word and then full stop. Does that mean "He/She is irresponsible" and not "it is not irresponisble"?

2. Irresponsible. Even for an intern.

A one-word sentence is usually someone speaking.

He said, "Irresponsible."
He is making an observation and a comment about what he sees.

For example, I just saw a wonderful movie. I tell my friend: "Awesome." or "Wow!"

No, not really. It is probably a senior doctor speaking about his student, the intern. He is saying that the act that the intern did was very irresponsible. The intern is did something very irresponsible. Perhaps it is the first time that the senior doctor saw such a mistake.

Does "intern" only apply to doctors who is studying at hosiptal? If someone who is studying business communication, and they have to finish their internship at a hired company, would they be called "interns"?

I'd like to ask you if you could correct my question sentence above. I don't know how "someone" and "they" really work in a sentence together.

You are right - interns used to be new doctors who had finished school, and were doing residency, but now, an intern can be in many different professions.

This sentence is perfectly good. In English, we do not have a gender-neutral singular pronoun, so we often do use the plural gender-neutral pronoun (they/their) instead.
