Hi, everyone please take a look this sentence

i am not native English speaker, but ,eventually, i have found even, in this case , "even = in plain emotional manner" or "even = quietly".
it's obvious that ,in my opinion, English, sometime it's beautiful ,and sometime it's quite hard to understand.

my question is that why they didn't write it easier
She conceded quietly before all the votes had been counted.
Anyway i have to use English in everyday, and i do still love it.
