You receive a message. It's written in a language that your computer doesn't support. You can't understand anything.
1) "I can't understand what you wrote, not even read it"
2) "I can't understand what you wrote, even not read it"

Well, (1) is correct with respect to the placement of 'even', but it should really be rewritten as:
"I can't understand what you wrote; I can't even read it."
"I can't understand what you wrote; I can't even read it."
