Hi guest! I guess it's '..... ' because when 'one billion' is a number you have to write it in plural, for example, 'John lent Mary one billion Euros ' ---- But I have another question Spaniards say 1000 Meuros when they are talking about one billion Euros.

As "Euro" is quite a new word, it seems that a plural form hasn't been standardized yet, I'd say both forms are correct.

In German, people make up funny plural forms for Euro - as Euro and Euros are the usual plural forms, people sometimes also say Eurö, Euranten, Euri, Euren, or Eurata just for fun.
