Establishment.

I know it could mean the establishing of an organization or institution. Can we use the word to mean the establishing of a building? For example, 'to expedite the establishment of retirement residences.'?

It's possible, but it would normally have connotations of something more than just the physical construction of a building -- usually relating to an associated organisation or institution, as you say.
