Essay title interpretation

Hi everyone, i am doing an essay on whether the blair government failed to advance solutions to the issues which it faced.

I was wondering if you could help me interpret what " failed to advance solutions" means. I am not sure whether the question is asking whether it failed at coming up with any ideas to tackle these issues in the first place, or whether the policy which they carried out failed at tackling these issues.

Any help I would be appreciative of Emotion: smile

Hi, I'd say mainly the former, but a bit of both, but other views are also valid. The main thing is that your essay should clearly show your inrerpretation. Clive

First, try to make a list of the issues Blaird faced.
Then try to think of any successsful solutions under Blair.

Sometimes a leader will have an agenda of solutions that are embodied in proposed legislation, but the legislation is blocked or defeated by the opposing party. In the US, we would say that the President's agenda of solutions to the issues failed to advance in Congress or the Senate.
So perhaps it would be a good approach to make a list of issues that
