Digital transformation is a concept that was born in the context of the global Internet boom and is increasingly popular in recent times, describing the application of digital technology in all areas of society. In the field of education, digital transformation is the change in teaching organization methods, applying modern information technology to teaching and learning to meet the needs of students, and teachers, helping learners and teachers can maximize their ability to think, create and take initiative. In fact, applying digital transformation in some countries in education and higher education around the world shows that digital transformation has brought about significant benefits such as: saving time, saving finance, It is convenient and overcomes barriers of space and time distance - which are major barriers in traditional teaching organization methods. Especially, in unfavorable conditions such as natural disasters and epidemics, the benefits of digital transformation are increasingly evident. Specifically, for many years digital transformation has been applied in education, but only until the global COVID 19 epidemic, the advantages of digital transformation in education over education new traditional education are shown. In Vietnam, the motto "pause to go to school, never stop learning" has 80% of middle schools, 240 universities to teach - learn online; in that case, there are 79 teaching and learning institutions that are completely online. The education sector has fulfilled its tasks for the 2019-2020 school year and ensured the health of students and teachers before the Covid-19 epidemic. Thanks to applying the digital transformation in the education field, all activities are still carried out normally and effectively without being deluded or stagnant. Pupils and students have completed their semester with high results through online learning through applications such as Zoom, Skype, and google classroom. Towards the school and the lecturers have also completed the teaching plan set out in advance. Therefore, digital transformation in general and in higher education, in particular, is an inevitable activity that will happen to a country sooner or later, and it has an important role in the technology age, the current 4.0 era, helping people to actively conduct learning, labor, and production activities in the volatile conditions of the natural-social environment. If it is effective, this activity will radically change the way it works that people have been doing so far.
Around the world, in developing countries, digital transformation is very common. These countries have applied digital technology to education and other fields early. Of course, they have also achieved remarkable achievements, we can mention a few scientific studies such as Sandkuhl and Lehmann (2017) point out several directions for building digitalization strategies in universities or Bogdandy and DGT (2020) studying student experiences for digital transformation at a higher education unit in the context of the Covid epidemic.
However, in Vietnam, digital transformation is still a new activity, still less popular, and of little interest to everyone. Digital transformation in Vietnam has only focused on digital transformation in the field of information - library (Nguyen Thi Yen, 2020; Nguyen Dang Khoa and DTG, 2020; Nguyen Thi Huong Giang and DTG, 2020; Thai Nguyen Hoang Giao and Dao Thi Mong Uyen, 2020), while digital transformation is a task that requires implementation across all activities of the school from teaching, learning to management and operation to ensure synchronous efficiency (Sandkuhl & Lehmann, 2017).
Recently, the Government of Vietnam has introduced policies to encourage digital transformation, especially digital transformation in education and higher education. Specifically: On November 4, 2013, the Central Executive Committee issued Resolution No. 29-NQ / TW on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization, modernization in the context of a socialist-oriented market economy and international integration, in which education in general and higher education, in particular, should be done according to the guiding point of "Renovating the education system in the direction of open, flexible, and linkage between educational levels, standards and between modes of education and training. Standardizing and modernizing education and training" and "proactively and actively integrating into the world to develop education and training, at the same time education and training must meet the requirements of international integration for the country's development”. On June 3, 2020, the Prime Minister issued Decision No. 749 / QD-TTg approving the "National Digital Transformation Program to 2025, with an orientation to 2030", under which education is one of eight areas are given priority in digital transformation. Dated 12/09/2020, in Hanoi, the Ministry of Education and Training held a "Digital Transformation Workshop in Education and Training" led by the Minister of Education and Training Phung Xuan Nha and the Minister of Information and Communication Nguyen Manh Hung presides over. The workshop was organized to evaluate the situation, the results of implementing digital transformation over the past time, and discuss orientations and solutions to promote the digital transformation of the Education sector in the coming time. In June 2020, the Prime Minister also approved the National Digital Transformation Program, in which education is one of eight priority areas for implementation. Base on that policy, the education sector has given a very important task that is how to create Vietnamese citizens with knowledge, digital transformation skills to become global citizens. Hence, the goal of the education and training industry is to strive to become one of the leading countries in digital transformation in education and training.
