A. mostly B. most C. especially D. specially
"C" is correct but how can I explain that "D" is not correct.

That's a tricky one.

The word "specially" is not really wrong, but it would definitely not be the most common choice. We tend to use the word "specially" with the meaings you see in definitions 1 and 2a here:
