ESOL Equivalence

Hello,
To avoid the new British Citizenship english exams, one needs to demonstrate that they have at least "ESOL Entry Level 3".

Does anyone have any idea what the equivalent of this would be in some of the other recognised qualifications or exams such as IELTS or Cambridge?
