ESL mistakes when using adjectival and nominal clauses in speech

Please explain why Korean and/or Spanish speakers of English as a second language have problems with the 'that' clauses.

Also, what are the prescriptive rules for adjectival and nominal clauses. When can 'that' be omitted.
