Error in sentences

qo 1:

The dreg of the Ganga river (1)/ were also affected(2) / by the beating (3)/ in irregular way. (4)/ No error(5)

------dreg means residue, and the error is in part (1) but whats wrong with it?

qo(2):

Dr. C. K. Narayan declared that (1)/ Ramu’s intestine was (2)/ not working properly and so he needed (3)/ medical treatment for a long time.(4) / No error(5)
--- here error is in (2) but whats the error with it??
qo 3:
They will not / be allowed / to go / to play outdoor games. / No error
-----here there is no error in this statement but why ?? ""to is coming for two different verb after one another

The plural 'dregs' is expected, since the later verb is the plural 'were'. But we don't normally talk about the dregs of a river. It sounds like someone drank the river!
