Error Identification?

Discussion in the meeting to be held(1) next week will focus(2) on ideas concerns(3) the distribution of
the department budget(4)

The answer is 3 , I understand that it should change into concerning. But, I also wonder why 2 is correct, in my opinion, I think it should be "will be focused" because the subject discussion is not the person.

Please explain this to me
