Error Identification

The candidates had not enough time to answer all the questions in the History paper.(Wrong)
The candidates didn't have enough time to answer all the questions in the History paper.(Right)
The candidates have no enough time to answer all the questions in the History paper.(?)
Does the third sentence correct in formal English?
I ask so because my teacher request us to write only very formal English.
